In GA, can the state choose to prosecute an alleged offender of assault without the consent of the assaulted?

In the state of Georgia, can the state choose to prosecute an alleged offender for assault without the consent of the person against whom the alleged crime was perpetrated? Also, when a 911 call is placed because someone is in need of medical attention are the police always dispatched in addition to an ambulance?
