Do Muslim men get offended when western women don’t cover themselves up?

Muslim men is a pretty broad group. It could mean American Muslims or Saudi Muslims or Iraqi Muslims, etc etc etc. For the most part though I have never seen or heard of someone being offended that a Westerner didn't wear the veil (except maybe Saudi police where if you are not covered you will get in trouble).
