Drunk man weeping on the ground. Help? Ignore? Or call the police?

If I am male, I might either go down, or call to him, and ask if he needs help or assistance. If I am female, I wouldn't go down, at least not alone. Not knowing what his situation is, I don't think it would be right to simply step inside and leave him to whatever. I'd call the police, tell them the situation, and let them check on him. He could be hurt, scared, on drugs or drunk, or simply very upset about something. No matter what, some help should be offered to him, even if the police are the ones that come out and offer it. Probably the safest thing to do is call the police.
